#17574: Unable to associate with ath or rtl USB adapters

Haven't been able to associate with either of the ath or rtl type USB
adapters connected to the brcm2708. Note: only one adapter used at a
time. Normally I compile trunk with just the ath drivers to use the TP-
link adapter. But I'd like to test the rtl adapters so I've included both
RTL drivers in my recent builds. In the build I always also select WPAD
and hostapd to get the full encryption options (WPA-PSK/WPA2-PSK).
Anyway since the RC series for BB, I have not been able to get associated
from a number of different test clients(windows, linux) also trying
different AP encryption modes doesn't help.
Both of the adapters are able to scan and see other wireless networks.
From the Openwrt side it seems that the adapter is working fine, but
 clients can't associate.
Any advice or changes needed to get the adapters working with the latest
 BB would be appreciated.

I wouldn't think that this is a hostapd issue since many others would
report this issue. But I suspect wireless drives/USB subsystem issues.
The latest build was RC3 created 8/15/2014
