#17758: Use hostapd accounting settings regardless of wireless encryption

It is a valid intention to use hostapd accounting also on wireless
networks that use other authentication methods than wpa or 8021x or no
authentication at all.
The attached patch moves hostapd accounting settings outside of the case
statement that checks authentication.
