#18339: ath10k mini-PCIe card not detected anymore during inital boot

 It seems that the ath10k PCIe devices are no longer detected by initial
 configuration scripts. This happened during the last big mac80211 upgrade.

 Interestingly, the PHYs exist and can be found when calling 'iw'. Also
 `wifi detect` thinks that it could add a new device with the mac of the
 PCIe device. So maybe the new ath10k version takes too long to initialize
 correctly and it happens only after the /etc/config/wireless stuff
 finished?
