I'm also having this on an up to date Arch (64bit install)
ldconfig shows I have the libraries installed and the headers are in
/usr/include
ldconfig -p | grep ncurse:
libncursesw.so.5 (libc6,x86-64) => /usr/lib/libncursesw.so.5
libncursesw.so.5 (libc6) => /usr/lib32/libncursesw.so.5
libncursesw.so (libc6,x86-64) => /usr/lib/libncursesw.so
libncursesw.so (libc6) => /usr/lib32/libncursesw.so
libncurses.so.5 (libc6,x86-64) => /usr/lib/libncurses.so.5
libncurses.so.5 (libc6) => /usr/lib32/libncurses.so.5'
locate ncurses.h:
/usr/include/ncurses.h
