#18653: dnsmasq pakages: inconsistent functionlities and naming

With commit a2558749e8, package "dnsmasq-full" has become a fully feature-
configurable package.
It can now be built without IPSET, DNSSEC, DHCPv6 and DNS Auth support.
Hence it
1) isn't a "full" package anymore (except for one feature combination)
2) duplicates the packages "dnsmasq" if built with minimum features and
"dnsmasq-dhcpv6" if built with DHCPv6, IPSET and DNS auth
Possible solutions:
a) make "dnsmas-full" a full package again, add further package variants
for other feature combinations
b) rename "dnsmasq-full" to "dnsmasq" and get rid of the unneeded other
package variants
