#18728: Hotspot coova chilli upload limiting don't work

When chillispot has upload limit above 1mbps, actual limit is 1mbps, when
it is for example 128kbps, actual limit goes well beyond 1mbps...
I+ve first noticed the problem in Barrier Breaker RC3. RC2 was fine.
