#18850: dnsmasq overwrites dnsmasq-dhcpv6 binary

When both dnsmasq and dnsmasq-dhcpv6 packages are selected, the dnsmasq
binary can overwrite the dnsmasq-dhcpv6 binary, since the install oder is
not defined.
Note: The dnsmasq will be selected by default every time the "Target
Systems" changes. This might lead to the dnsmsaq-dhcpv6 binary being
overwritten.
