#19970: ath9k low txpower limit after regdomain init

Started to move my hosts from BB to CC branch and found regression with
802.11d. Devices tested: WNDR3700 v1 and WZR-HP-G300NH, fresh builds of CC
r46107.
Without 802.11d all good - power limits for 2.4GHz sets according to 'iw
list' output (26/29dBm for WNDR3700 and 21dBm for WZR-HP-G300NH). After
adding 'option country RU' to wireless config I see regdomain init for RU
with 20dBm limits as it should. 'iw list' output also has 20dBm limits.
But 'iwinfo' shows 15dBm for WZR-HP-G300NH and 17dBm for WNDR3700. 'iw set
txpower' doesn't help to go above this limits to normal 20dBm. Simple scan
from smartphone confirms power drop.
