#20201: TL-wdr4900 max txpower for country BG (Bulgaria)

 Recently I build CHAOS CALMER (Chaos Calmer, r46494)

 uname -a
 Linux wdr4900 3.18.19 #2 Sun Jul 26 02:43:17 EEST 2015 ppc GNU/Linux

 The problem is max txpower for both radios (2.4/5GHz) when country is set
 to BG.
 I can't set more than 16 dBm (39 mW) for 5GHz and 18 dBm (63 mW) for
 2.4GHz.
 If you need more info just ask.
