#20515: nut configuration missing

In older versions of OpenWRT, the nut init scripts would create ups.conf
and upsd.users files from the contents of /etc/config/ups. This doesn't
seem to happen any more, so the UPS doesn't work. I used to have
statistics in the real-time graphs too...
