#20605: SDK fails: yacc script hardcodes base build dir path

staging_dir/host/bin/yacc hard codes path which points the *build*
staging_dir instead of being fixed up with the SDK staging_dir; if build
staging_dir is unavailable (i.e. the *point* of the SDK), the yacc fails
because the bison cannot be found.
This occurs on CC at least, possibly also on trunk.
BTW bug reporting still considers Chaos Calmer to be trunk.
