please make a test case for the uhttpd behavior that breaks your scripts,
and i will look into this.
as for this issue, i think it's simply your init script being broken, and
not an openwrt bug.
also, httpd isn't being restarted automatically either. your fgrep command
finds itself in the process list (since it has httpd on the command line),
not an actual running instance of httpd.
