Ok, in my case it is due to:
`#define CONFDIR CONFIG_FEATURE_IP_ROUTE_DIR`
and in busybox' .config:
`CONFIG_FEATURE_IP_ROUTE_DIR="n"`
The bug was introduced with r47775
