It is currently not possible to configure ap_setup_locked from
/etc/config/* It is hard coded to 0, see:
https://dev.openwrt.org/browser/trunk/package/network/services/hostapd/files/netifd.sh#L345
Please provide a patch adding this feature if you need it.
