I'd rather assume that some of the users can be sophisticated enough to
change MAC address to circumvent per-user quotas, so I'd rather place
global quotas.

The kind of rule I'd like to setup would look like:
- Bound instantaneous bandwidth (e.g. 2Mb/s in one direction and 500kb/s
  in the other).
- Bound "long-term" bandwidth, e.g. 6MB/h.

Ideally the "long-term bandwidth" limit would be implemented by a rule
that gradually lowers the instantaneous bandwidth limit as we get closer
to the "long-term bandwidth" limit.
