Those rules are deliberately inserted by netifd, this is no parsing error. The failed policy ip rules are wildcards that intercept traffic not otherwise covered by source prefix routing or other routing table lookups in main and local as mandated by RFC6204, section L-14.
Those rules are installed at very high indexes (close to 2^32) to avoid collisions with other user installed ip rules.
