In the US, if you hold a Technician class (or higher) Amateur Radio license, you can legally use the 2.3ghz ( https://en.wikipedia.org/wiki/13-centimeter_band ) and 2.5ghz ( https://en.wikipedia.org/wiki/ISM_band ) bands (although as a secondary user on some frequencies).
