Apologies, it seems like you have stumbled on the same bug Martin Krämer reported some days ago with regard to SCEP anonymous enrollment. We are mainly using OpenXPKI SCEP in scenarios where the request is signed with an existing certificate (i. e. renewal of certificates or enrollment authenticated with a different certificate), so we may have missed a bug with this operation mode. We will have a look at this issue and hopefully resolve it soon.
