Yes, I did.

I deleted the user and database, cleaned out /etc/openxpki, and restarted from
scratch. The issue was the lack of permissions on the table for the user
openxpki.  I resolved this by first recreating the user openxpki with the
desired attributes and then the database with the openxpki user as the owner.
