I changed the permissions on /usr/local/et/openxpki/ and
/usr/local/etc/openxpki/webui/ to 755 and the permissions problem disappeared.

To be replaced with:

Application Error
The server did not return the expected data.<br>Maybe your authentication
session has expired or there is an internal error.<br>HTTP code: 500

The Apache error log file contains:
