OpenXPKI uses GNU gettext to manage translations. The documentation is available online: https://www.gnu.org/software/gettext/manual/gettext.html openxpki.po does indeed contain the source files for the translations, which must be compiled into an openxpki.mo file. This file is then used by the OpenXPKI frontend and backend to render the texts. The docker container contains a helper script /usr/bin/update-i18n which should update the translations.
