If you want to operate a jabber (XMPP) server to provide chat services to others, there are many packages that can be installed within 10 minutes to do that. I'd recommend one called Prosody. It's quick to install and configure and pretty secure.
If, on the other hand you want to establish a Jabber ID so you can chat with others, select any Jabber server you like, set up an account, and you're good to go. They all communicate with each other (federate) so you can reach anyone on any other Jabber server from wherever you are. You can find a list of servers here https://xmpp.net/directory.php.
