Please help to solve [OPNFV Helpdesk #25533] problem. Otherwise,we can not
enable the parser unit test in python3.4 venv,due to install the cliff
fail in python 3.4. Detail in "OPNFV Helpdesk #25533 Need Help: pip
install cliff fail in ericsson-build2".
And Trevor Bramwell advised to add a restriction to cliff to be less than
2.0, but we face another problem " No module named 'pytz'" detail in
