JIRA and Etherpad Scheduled Maintenance : Scheduled

We will be upgrading JIRA (jira.opnfv.org) to the newest version and migrating
it off of hardware, to a cloud provider. At the same time we will be migrating
Etherpad (etherpad.opnfv.org) to the same cloud provider.
This will cause a brief disruption (15-30 min) as DNS is switched over for both
JIRA and Etherpad.
