+1 to what Pankaj said, with one minor correction I wanted to point out is the vast majority of proposed times are even more unfriendly to western USA, between 1-5am in the pacific time zone :). The current meeting time of 14 PM UTC (that is 6am pacific time) must have been a more acceptable comprise from the last time.

Many of the suggested choices that do not conflict with existing meetings (like Tue 1500 UTC - conflicts with TSC) would start between 1 AM, - 5 AM my time.
