The TSVWG Working Group Last Call (WGLC) for this draft has now concluded.   I 
want to thank everyone for their contributions to the discussion.

The overall WGLC conclusion is that the draft needs to be revised, and there 
will be another WGLC.  A major goal of the draft revision will be for the draft 
to take a roughly neutral stance on transport header encryption - neither in 
favor of nor opposed to, but rather with a primary purpose of explaining some 
design considerations.   The recently-posted -09 version is a step in that 
direction, but there is more to come.
