Clarified Security Considerations. Added a unified OODA-Action registry (Appendix B). Editorial cleanup of metadata. OODA-HTTP complements existing OPS protocols such as DOTS. It embeds an adaptive defense loop directly in HTTP, while remaining interoperable with DOTS, STAMP, SIEM, and other signaling frameworks. I would very much welcome OPS community feedback on: Interoperability with DOTS signaling (RFC 9132, RFC 9244). Practical use cases where HTTP servers cooperate with DOTS/OPS signals.
