I've been now looking at opsview 3.

To solve this issue I've added on the /usr/local/opsview-web/opsview_web.yml
file the access role admin. I don't know if it helps anyone else.

One thing that is problematic is the Nagvis menu "show maps" dropdown shows all
maps regardless of user rights to view/edit them.

It turns out you can hide maps from the menu so hiding all the maps is the
current workaround for limiting what maps show up on the drop down list.

It is possible in Nagvis to limit the user for a map:
http://docs.opsview.org/doku.php?id=opsview3.0:nagvis:using#restricting_access_to_maps

However, this is not ideal. We've been speaking to the Nagvis guys about how to
extend the access control because we'd ideally like to have all the admin role
users to have edit access, but only view access to others (with some way in
Opsview to limit maps per user). We haven't been able to spend the time we'd
like as other priorities come in higher, so this would have to be a sponsored
piece.

I think there's lots more to do with the integration piece - I'm quite excited
by it!
