I found that the version of Catalyst::Engine::HTTP::Prefork shipped (in the Debian packages) is 0.50. Support for a PID file was only added in 0.51, hence the /etc/init.d/opsview-web script gets a bit confused as to whether the service is running, or not. Upgrading the shipped HTTP::Prefork doe fix it.
