We had an outage and when the boxes came back some of them would be shown as down with all services ok.
I forced a host check to make the change. As far as I can remember they were boxes monitored by our slaves, and at that time I didn't think about checking the web interface on the slave.
It is true that in Opsview host checks are only done when a service fails (due to the way nagios works), so on a host with all services OK but the host marked down a host check will not be performed to know the host is actually OK.
