opsviewd watches the libexec directory for changes every 5 minutes (the directory itself, not the files within it) and if it seems a change then it runs a 'send2slaves -p' - if you have your files in a directory under libexec then i would guess libexec itself isn't updated, so then the send2slaves isnt kicked off.  Just touch a file within libexec and the process should kick off.
