This issue here is that the opsview repositories are only available over https. For lenny you'll need to ensure you have apt-transport-https installed. The problem here is that out of the box etch, which I believe you still support, doesn't have the https downloand method driver available at all. As I recall this is why the original apt.opsview.org was served over http anyway. Also apt will not follow the 302 that the http url issues.
