Well, you may have uncovered part of the problem.  I don't have that file.
I do have a buildbot-community.list and ubuntu.list in that directory.  I
tried placing the "deb http://apt.opsview.orgt/3.1 hardy main" entry in both
of those to see if it would pick it up but I found no love.
