Markus,

You can disable Flap Detection when you go to "Server -> Process Info".  There 
is a link there to disable flap detection.

I am not 100% certain that disabling it here survives a full restart of the 
services.  It does survive a normal reload through "Server -> Status and 
Reload".

I haven't found a way to do it through the web UI. You could run an
update against the database (opsview.hosts, opsview.servicechecks
tables)  to disable it for all hosts and defined service checks.
