Couple questions - when you logged in as nagios, did you accept all the nagios 
environment settings (IE,  su - nagios, instead of su nagios)?
When you were logged in as user nagios,  were you in the libexec directory when 
you tried to run the command?  If so, move out if it - ie cd /tmp, then 
/usr/local/nagios/libexec/check_whaterver.....

Doing those two items have often made path or environment errors show up for 
me...
