IIRC SheevaPlug dev kit comes with Ubuntu 9.04 preinstalled, arguably you can pull in an entire developer environment on a large enough flash filesystem, and roll your .deb packages. Perhaps somebody should sent a SheevaPlug with a large flash card to Tor developers.
