The Division is responsible for: Licensing of child care facilities, Managing the Colorado Child Care Assistance Program (CCCAP) for eligible families, Administering child care grants and quality initiatives, and Serving as the lead in implementing federal child care programs. The Division’s technical support is provided through the Office of Early Childhood team within the Governor’s Office of Information Technology (GOIT). CCCAP provides financial assistance to low-income families who are working, looking for employment or in training, and families that are enrolled in the Colorado Works Program and need child care services to support their efforts toward self-sufficiency. CCCAP is administered in a decentralized fashion through county departments of social services. The Child Care Automated Tracking System (CHATS) is the system used by the State of Colorado to manage child care services provided to low income families or families who are receiving public assistance through the CDHS. CHATS is a child care subsidy program administration system which includes: client self-screening for services, case management, authorization for child care services, attendance tracking via point-of-service (POS) device; payment and recovery management, county policy management, interfaces with other systems, correspondence, and reports. The Provider Self Service Portal (PSSP) is the web-based access point to CHATS data that child care providers will use to access appropriate information about the CCCAP families the provider is serving. PSSP currently includes functionality that allows the child care provider to view information about the child care that is authorized, child care payment information, child care fiscal agreements between the county and the provider, and additional relevant information. PSSP is a Vb.Net application utilizing a distributed architecture. The distributed architecture is established using Windows Services communicating through NetTCP bindings. Objects are instantiated using Windows Remoting. The data repository is held in an Oracle system accessed through ODP.Net. 1. Project Scope The purpose of this project is to support migrating the existing UAT and Production PSSP – OIM environments to the Century Link Cloud environment and put in place enhancements to child care provider login functionality.
