The Commonwealth of Massachusetts, Office of the Comptroller is looking for a PeopleSoft Application Developer Consultant with 3+ years of experience in PS Benefits module. The primary role will be analyzing requirements, writing designs, configuring, developing and executing test plans and test cases for ACA – Affordable Care Act reporting within the current Commonwealth of Massachusetts HR/CMS – Human Resource Compensation Management system. This position requires gathering and understanding customer’s business and technical requirements, determining viable solutions, configuring the application, and working with customers on testing the ACA reporting solution. The Application Developer has a high level of analytic skills, a moderate level of technical skills, and is eager to learn new things. Demonstrating service excellence, a pro-active and collaborative approach to service delivery, and a strong customer focus are all mandatory for the incumbent of this role. POSITION OVERVIEW: ACA Developer, HR/CMS Developer reports to State Payroll Director and takes direction from the HR/CMS Product Support Manager. Time will be spent on 2 major functions: Day to day duties include the responsibility of performing activities related to the analysis, design, coding, testing, installation, and support of the HRCMS - Human Resources/Compensation Management System (an Oracle/PeopleSoft HR and Payroll application) ACA reporting implementation for calendar year 2015 in conformity with customer, and MASSIT standards and procedures and performing related duties as required. Understanding business owner’s needs, translating them into clear specifications, determining viable solutions, developing those solutions in an efficient manner, and ensuring that the solution is correct are the key responsibilities of this role. Gain a thorough and in-depth understanding of the business processes supported by the assigned application. 2. Gain a thorough and in-depth understanding of the technical architecture and all components of the assigned application, including all middleware and operating system components. 3. Thoroughly identify customer requirements and document according to ASG’s current system development methodology. The incumbent is expected to facilitate requirements workshops when needed. Develop use cases, models and supplementary specifications, using automated tools for some artifacts. 4. Design a solution that clearly addresses the business objectives identified. Create software architecture documents and models according to the ASG systems development methodology. 5. Ensure that work done meets customer business needs and will execute correctly and efficiently within a production environment by creating technical design artifacts, developing code with a high level of proficiency, performing detailed and thorough testing and actively participate in walkthroughs of artifacts.
