The North Carolina Department of Transportation (NCDOT) is seeking a
Network Engineer contractor for an approximately 12 month engagement on the
Department's SAP Hosting Services transition to State data centers.  The
Network Engineer will be responsible for providing a comprehensive support
network for the NCDOT Enterprise Resource Planning (ERP) system utilizing
SAP software.  The fiscal accountability and management of DOT’s diverse
activities is extremely complex and requires a robust business system that
will provide meaningful, accurate, and timely information for the various
needs of public/private end users, the Federal and State government and
departmental and administrative requirements. The complexity of these
businesses requires an expertly managed and staffed support team.  This
support team is responsible for ensuring the users of these systems can
competently perform their jobs and have reached their full potential as it
relates to the use of the various ERP applications.  This requires a
skilled and dedicated team to ensure the on-going operations are not
adversely impacted while implementing and integrating new applications in a
cost efficient and appropriate manner.

Role responsibilities:
Implement, document, maintain and monitor wide and local area network
(LAN/WAN) management systems
Assist staff in assessing the effectiveness and impact of departmental
activities and practices relative to LAN/WAN topology
As needed work extended hours to implement scheduled or emergency changes
As needed lead or supervise LAN/WAN change implementation efforts or other
duties as assigned
Plan and design LAN/WAN change orders
Consult with Business and Technology Analysts, Specialists and Technicians
to review technical specifications, business process descriptions and
application designs in order to estimate capacity requirements
Analyze and document technical requirements
Review and analyze LAN/WAN configuration and design for standards
compliance and performance optimization
Detailed understanding of technical issues to design architecture for
stable technologies and to recommend changes to better conform to
standards, best practice
Optimize performance and operational fitness
Assist and backup the F5 BIG IP LTM administrator
Assist in administration of VPN
Adheres to BSIP Application Life-cycle Management team’s processes,
procedures and standards and implement and follow adopted IT processes,
procedures and standards.

Certified (hardware vendor) Network Engineer
Required
Experience with F5 BIG IP LTM / GTM
Required
Experience with Cisco / IBM Core Switch
Required
Experience in network topology with SAP in an internet and intranet
configuration
Required
Ability to develop a project plan and manage technical projects involving
work of others
Required
Understands the configuration of routers, DSUs, encryptors, and other
multi-vendor network equipment
Required
Ability to analyze the State’s network and security guidelines to translate
them into a physical network layout
Required
Ability to maintain and support all aspects of the wide and local area
network (LAN/WAN) and corporate data communications
Required
Knowledge of computer equipment capacity and limitations to devise or
modify procedures to solve complex problems
Required
Excellent organization, analytical, planning and scheduling skills
Required
Excellent communication skill (written, verbal, presentations)
Required
Self-starter who can work with a large and diverse team of business,
management and IT individuals
Required
