The North Carolina Department of Transportation (NCDOT) is seeking an
Expert Level  ASP.NET Developer (with prior experience in Identity & Access
Management solutions and integrations).  The IAM Developer must have proven
skills in leveraging business rules and business processes to streamline
and automate Identity and Access Management (IAM) decisions across
disparate applications, solutions, and stakeholders.  The successful
candidate will possess strong programming proficiency in ASP.NET, C#, MVC,
and Web UI technologies.  The IAM Developer will be an integral member of a
collaborative, cross-functional team responsible for executing IAM strategy
and implementing Enterprise solutions that simultaneously:  1) mature and
modernize IAM security practices; 2) expedite project delivery and reduce
cost of IAM security considerations;  3) increase IAM assets and
investments that can be readily re-purposed across initiatives; 4) improve
operational efficiencies for access management for both internal and
external stakeholders; and 5) streamline access governance and intelligence
reporting to further enhance risk management posture.  The successful
candidate will be responsible for development activities in pursuit of the
following goals:

Testing, customizing, integrating, synchronizing, and deploying various IAM
solution assets
Leveraging Microsoft Identity & Access Management assets available in .NET
Libraries, Web APIs, and other resources
Integrating COTS and/or Cloud-Based IAM solutions into new and existing
Enterprise applications
Creating and updating Web UIs and dashboards that empower key stakeholders
to be more easily involved in IAM decision making; simplify access requests
and reporting; and expedite certification activities across application
silos
Creating web-based, data-driven workflows that strategically leverage
existing business rules, process, policy, and data repositories to automate
routine provisioning/de-provisioning across various asset categories and
stakeholder groups
Inventorying, analyzing, and potentially transitioning select legacy
applications towards more modern/advanced IAM techniques and practices
Extending Enterprise IAM capabilities in the areas of access governance and
identity intelligence within and across organizational boundaries
Strengthening the overall Enterprise security and risk management posture
by increasing IAM integration across initiatives and existing application
silos
Simplifying stakeholder experience and improving client satisfaction
relative to identity and access management functions, features, and
techniques across applications and solutions
