*Required skills/years:  *
5yrs Experience programming using relational databases (i.e., Oracle x or
SQL Server) including the designing and setting-up relational databases,
manipulating relational data, file structures and creating data models
5yrs Java dev using: Java 1.5 or higher - Java Spring Framework 3.1.2,
Hibernate 4.1.7, JPA (Java Persistence API) 2.0, Java Server Faces (JSF),
CSS
5yrs experience in object oriented programming techniques;
5yrs experience in software design and development programming skills
5yrs experience in advanced knowledge of structured system lifecycle
development processes and techniques
5yrs experience using office automation tools Microsoft Project, Microsoft
Office (Word and Excel), Visio
Completion of associate degree program or undergraduate core program in
computer science

*Description:  *
Develop, program, document and implement application solutions on a Java
platform, and using Oracle or SQL Server relational database. The developer
will provide analysis, programming migration and doc svcs to the Web and
Bus solution section of OIS.

*Background: *
JFS provides health and human services to Ohioans based upon established
cases in the Client Registry Information System-Enhanced (CRIS-E), the
Support Enforcement Tracking System (SETS) and the Statewide Automated
Child Welfare Information System (SACWIS) also known as the Child Support
and Child Welfare systems.
When a client’s benefits in one of these systems change, they are sent a
written notification. If the client does not agree with the action that is
described in the notification, the client has a right to file an appeal for
a State Hearing.

*These State Hearings are conducted by JFS’ the Agency’s Bureau of State
Hearings (BSH). BSH’s responsibilities are:
*Track each hearing request as a case;
Schedule a hearing with a state hearing officer, the client and any
representation of the client (attorney, third party, etc.);
Hold a hearing with the client and representative(s);
Render a decision based on the hearing and any materials presented during
the case;
Notify client and third party representatives of the decision;
Update the legacy CRIS-E, SETS and SACWIS systems with dates of notices and
actions taken;
Provide the client an opportunity to file a second appeal called the
administrative appeal:
Generate federal reports to track progress as relates to the federal and
state compliance business rules
Generate state metrics reports on case progress
Retain records (images, documents, audio hearing files etc.)

The scope of this project will consist of augmenting State technical staff
engaged in the design, development and implementation of a web-based
Hearing and Appeals Tracking Case Management System (HATS). The general
scope of services to be augmented include: requirements analysis,
general/detailed system design, workflow programming and component
construction, system integration, data migration-conversion, unit testing,
software deployment and help screen/training documentation.
