DAILY DUTIES / RESPONSIBILITIES:
The Quality Manager position is responsible for establishing, managing,
monitoring, and reporting on all aspects of quality associated with the
Replacement Medicaid Management Information System (MMIS) program.
Duties include:
• Establishing a quality management program, from concept to formulation,
for a very complex IT and business transformation program;
• Developing and maintaining the program’s Quality Management Plan and
Change Management Plan;
• Working with process owners to establish process standards and key
performance measurement techniques to determine whether those standards are
being met;
• Working with deliverable owners to establish deliverable standards and
measurement techniques to determine whether those standards are in
compliance with industry best practices and meet the desired outcomes;
• Reporting on the outcomes of quality assurance and quality control
processes;
• Mentoring and training the program team on quality principles and
assisting them in applying those principles to the project and functional
areas under their control;
• Overseeing the configuration management and release management process to
ensure success;
• Overseeing the Test Manager and the test team, including the team’s
processes, tools, resources, and schedule;
• Leading development of the validation and verification (V&V) matrix that
assigns V&V methods (e.g., inspection, analysis, demonstration, and test)
to program requirements;
• Coordinating testing and other quality management processes to ensure
that they are coherent and synchronized;
• Overseeing the defect management process covering all life-cycle phases;
• Conducting or overseeing audits necessary for the project, including
security audits, periodic configuration management audits, Functional
Configuration Audits (FCA), and Physical Configuration Audits (PCA);
• Participating as a key stakeholder in the program’s risk, issue, and
opportunity management process;
• Assisting the Program Director with reporting needs to executive
management and the Federal sponsor;
• Coordinating with the program’s Independent Validation and Verification
(IV&V) entity regarding quality management and change management processes;
• Interacting with internal and external organizations (i.e. vendors, State
and Federal government agencies, State providers and beneficiaries, and
other stakeholders);
• Participating in standup of business operations supporting the
Replacement MMIS projects;
• Other duties as assigned.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• At least 10 years of experience in IT development and operations
• At least 5 years of experience in quality management other than testing
• At least 3 years of IT testing experience
• Working knowledge or understanding of the following:
• IEEE 730-2002, Standard for Software Quality Assurance Plans
• IEEE 1012, Standard for System Verification and Validation
• IEEE 1028-1997, Standard for Software Reviews IEEE 1059-1993, Guide for
Software Verification and Validation Plans
• IEEE 1044-1993 (R2002) Standard Classification for Software Anomalies
• IEEE 1061-1992, Standard for a Software Quality Metrics Methodology,
Software Engineering Institute (SEI) Capability Maturity Model® Integration
(CMMI).
• Ability to effectively work and communicate, in both oral and written,
with all levels of the Department from frontline workers to executive staff
as well as the vendor(s)
• Ability to properly document quality audit and monitoring and controlling
activities
• Ability to interpret business process and business data models.
• Superb written and oral communication skills, including the ability to
give presentations to executive management. Strong proficiency in English
is required
• Impeccable integrity. This project has very high visibility and
represents a significant expenditure of public funds. Candidates must be
confident with their abilities to make correct decisions and the conviction
to speak out when necessary
• Willingness and ability to effectively engage with people and
organizations on a continuous basis

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• Experience in healthcare IT
• Experience in Medicaid, Medicare, TRICARE, or commercial healthcare
insurance
• Experience in project using enterprise architecture approaches such as
TOGAF, FEAF, or MITA
• Possess a green or black belt in Lean Six Sigma methodologies

REQUIRED EDUCATION:
Bachelor Degree or equivalent experience; Master’s Degree preferred.
