Developer will need to come in and develop a migration plan to automate site provisioning with APIs linking to different databases to validate user can create site. Tools/Solution for users to update non-compliant alerts from Policy Enforcement alerts Example: User gets alert for libraries/lists without IRM, a tool to help guide the user back to compliance.
