Portal Server – This is not a true Portal Server. It is a regular web site. He wants to use Struts 2.2.1, Sitemesh, Jboss 5.1, EJB 3.0, Hibernate and is edging for JPA interface, Jquery to handle the javascript on the browser side. Heavy front end an backend development. Skillset is: Java, J2EE, Hibernate, SQL Server, CSS, HTML, JavaScript and insurance industry would be a nice to have.
