Please send resumes on ash...@svksystems.com or you can reach me at 678-824-775 *Position Title: Project Manager– Interface & Interoperability* *Location: Hartford, CT* *Duration: 18+ Months* *Position Number: 8752* *SUMMARY:* The Department of Children and Families (DCF) has asked Hallmark to provide to them a Project manager to assist them in developing and implementing their mission-critical applications, LINK and IV-E, and Connecticut’s Federally-reimbursed SACWIS (Statewide Automated Child Welfare Information System). They concurrently have implemented a multi-faceted, agency-wide outcome measure improvement plan that specifically addresses each of the twenty-two (22) outcomes targeted for improvement. A number of initiatives that comprise this improvement plan require the support of information technology. DCF Information Systems provides technology expertise and services as well as an information systems infrastructure to the agency and its roughly 4,000 employees. DCF Information Systems strives to improve continually improving technology services that are cost-effective and of the highest effectiveness and quality. This is a consulting position, working for Hallmark on a W-2 basis, on assignment to the State of CT - DCF. The initial contract is expected to be 18+ months. *GENERAL RESPONSIBILITIES:* · Development of a clear definition of the project (requirements, goals, constraints, budget planning and monitoring, objectives, migration strategy, stakeholders, risk management) · Documentation of the current LINK architecture/application · Assisting the DCF I.S. Director to obtain the necessary stakeholder and Federal approval needed to proceed with the project · Resource planning (hardware, software, personnel) · Migration and implementation strategy · Development of request for proposals (if needed) · Work with other Connecticut state agencies, contracted third party vendors and federal agencies interfacing with DCF to establish new interface protocols. · Management of architecture design, business analysis, conversion, detail design, database design, application development, interfaces, end user training, application integration, and application implementation. *POSITION SPECIFIC RESPONSIBILITIES:* *INTERFACE & INTEROPERABILITY WITH OTHER STATE AGENCIES* · The Department of Children and Families (DCF) is in the process of replacing their legacy computer system, LINK, with a modern replacement. DCF determined that the Deloitte FACES.NET solution used in several other states best meets their needs and have received approval from CT DAS and ACF to proceed with a procurement of this system. · This Project Manager is needed by DCF during the planning and implementation of the replacement of LINK to ensure that this major project is implemented with minimum impact on the ability of DCF to carry out its mission, minimize impact on staff resources, and to plan the transition of DCF’s technical support team from their current tasks · Help build new skill sets to take over the transferred system · Prioritize additional functionality improvements not now in the transferred solution and determine resources required to build test and integrate them into releases following “go live” of FACES.NET in CT. · Help DCF prioritize ongoing and planned system enhancements to current systems to make certain they are managed as a portfolio of projects with the LINK replacement project. · Resource management, technical infrastructure planning, risk management and cost allocation tasks will be involved to accomplish this. · Work with the Deloitte project team and the DCF stakeholders to identify interface needs and potential interoperability goals with other CT agencies involved in eligibility and enrollment in the Medicaid program, (primarily DSS, but also ahCT and DDS and DMHAS). · Planning will also be required for the replacement of existing data exchanges with other state agencies (such as Education and Public Health). · Coordinate strategic IT planning activities to ensure that all projects are contributing to the strategic goals and objectives of the agency, budget planning to ensure adequate funding and leverage reuse of resources to the maximum, and project planning activities to ensure coordination of resources and tasks needed on an agency-wide basis. · You will be responsible for working with the project team responsible for the LINK replacement to support the federal requirements for quality assurance. *EXPERIENCE AND SKILLS REQUIRED:* · Strong Project Management Skills – PM certification a plus · 10+ years of experience · Experience managing operability across multiple State agency systems is required · Defining and meeting requirements for health and human services systems is required · Transitioning from a primary legacy system to a replacement system is required · Extensive experience and knowledge of Child Welfare, SACWIS and Title IV-E processes, data and regulations. · Experience with working with high-level internal and external agency's management. · Experience with DOIT SDM Methodology. · In depth knowledge of the current LINK/SACWIS architecture · In depth knowledge of the current LINK/SACWIS application (understanding of each distinct module and its relationship with the other modules) · Experience with object oriented technologies · Understanding of the technical and business interdependencies that will exist between the legacy LINK/SACWIS system and the modernized and upgraded LINK/SACWIS application · Understanding of the effort required to move from a 'fat' client legacy application to a web-based browser. · Experience in utilizing DB2 DBMS across multiple platforms (i.e. mainframe, windows) · Experience with Data Modeling · Knowledge of information security best practices and implementation. · Experience in designing production, staging and development environments to meet the requirements of the next generation LINK/SACWIS application · Experience with Business Continuity and Disaster Recovery planning and testing. · Experience with IT security.
