*Job Title: Oracle PL/SQL Developer Duration: 4 years (ON SITE) Location: Albany,NY * ** *Project Description: The DOH/OHIP Data Integration Project has been initiated to provide wider and quicker access to Medicaid data while assuring the confidentiality of Medicaid recipient-specific information in accordance with HIPAA requirements. In the past, OHIP typically received requests for both raw and aggregated data that required the development of customized programs to query many small databases stored on individuals' PCs. The data was then transmitted to the requestors in various ways, frequently as text files or spreadsheets on CDs, portable hard drives, tapes or attached to e-mail. In an effort to facilitate and expedite access to Medicaid data, OHIP now utilizes numerous business intelligence tools to allow direct and rapid access to data from remote locations, while at the same time maintaining HIPAA compliance for highly sensitive data. This data system contains not only individual Medicaid paid claim records, but many summary level tables, supporting master file tables and other data.* *Programmer/Analysts will perform the development and maintenance of our Intranet site requires expertise to integrate HTML, JAVA, JavaScript, Oracle stored procedures, UNIX and other components with Oracle Portal (Oracle's web development utility) while at the same time ensuring the security of confidential data. Some users find that Oracle Discoverer (a GUI tool) and various web applications meet many of their data needs. The Programmer Analysts interface with users to demonstrate the use of these tools and to determine what new applications and enhancements to existing tools would be helpful. When the data needs of the user are more complex and require specialized attention, the Programmer Analysts use Structured Query Language and Procedural Language/SQL as well as other software to produce datasets and data analyses. We are seeking five (5) consultants to meet these needs. * *The consultants will serve as liaisons for Division of the Budget (DOB), Office of the State Comptroller (OSC), Centers for Medicare and Medicaid Services (CMS), Office of the Inspector General (OIG), Office of the Medicaid Inspector General (OMIG) and other control agency authorities to ensure effective implementation of State and Federal statute and regulations including generating specialized ad-hoc reports and tracking enacted annual appropriations and cash management. In addition the consultants will: Document business processes (including off-line/manual) in a standardized manner and provide technical staff with data transformation recommendations to prioritize and fully automate business operations. Research potential opportunities for internal and external data source integration (e.g., OHIP Data Mart, Replacement Data Warehouse, Medicare Part D records, OBRA 1990/Supplemental Drug Rebates, Disability Determination, SSI, etc.). Work with eMedNY staff to maintain systems requirements for increasingly complex budget initiatives and other projects. The unit assists with other state and consulting staff wherever possible to maximize reporting accuracy and value. Conduct research with administrators in other states and effective business entities to implement best practices approaches to Medicaid business processes. Cull unused reports or reporting requirements and provide recommendations for simplifying processes wherever practical. Provide assistance researching applicable statue, regulations, rules and other requirements for shares processing and edit initiatives that have the potential to generate additional State savings and/or cost avoidance. Lead responsibility for legacy Management Administrative Reporting System (MARS), MOBIUS reports and other mandated legislative and Local District reporting requirements. Determine where it is possible to replace legacy reports with remote access to modern Business Intelligence tools. Meet with appropriate staff (management, developers, users, etc.) to assist in developing plans for new website applications, extension of the capabilities of existing applications and ensuring the security of confidential data. Develop web applications, dynamic pages, content areas, forms, reports, lists of values, etc. for extending the capabilities of the Data Mart web site. Develop Oracle stored procedures and packages, functions, tables, views, triggers, jobs, database links and other objects and code to support and enable applications. Work with management, application developers and other staff to ensure that HIPAA standards are met with respect to testing for system vulnerabilities and implementing procedures and technical safeguards. Function as the primary programming staff for the OHIP Data Mart. Functions will include SQL and PL/SQL programming; some web development using JAVA or a TOMCAT platform; and experience with system administration task.
