Location: Tallahasse, FL Length: 6plus months Rate: $45/hr ( Fixed ) Position Description/Responsibilities: Client needs one (1) qualified web developer to perform specific programming and development services for key applications. RESPONSIBILITIES Provides consultation and technical assistance to functional users with a focus on Web services and technologies. Plan and lead the activities of web application projects to insure proper distribution of staff and technical resources in meeting departmental objectives. Develops plans for the creation and implementation of new or enhanced web-based applications and features. Establishes priorities for the development of new systems and new training and support initiatives and allocates necessary resources. Assists in the development of short-term tactical plans for information systems and services needed to meet division goals and objectives. Provides technical information, analyses and recommendations to divisional and departmental management. Maintains and reviews existing web pages for accuracy and currency. Designs and implements new web pages using multimedia content by combining graphics, text, and digital audio and video using development tools Develops and implements procedures for the ongoing revision of the Lottery web site. Documents the Lottery web site. Creates design concepts by analyzing customer requirements, studying target markets, and integrating innovative proven design techniques. Confirms design concept by preparing storyboards, using illustrations, and constructing prototypes. Participates in the development of site content, navigation model and information architecture by partnering with website development staff, copywriters and graphic artists. Solicits and organizes research topics by gathering needs from technical staff and business units and by discovering what similar industry organizations are doing to leverage the Internet to deliver customer services. Work with network and systems personnel on issues of hardware/software that affect the web site. Ensure compliance with applicable legal requirements and Lottery policies on web site usage, security and standards. Performs other duties as assigned. Position Requirements/Technical Skills: REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Experience using graphic design software (Photoshop or Fireworks) to produce website page layouts.? Knowledge of principles of human-computer interaction and user-centered design principles.? Ability to research technology topics and prepare concise findings reports.? Ability to determine the potential of new technology as it applies to Lottery needs.? Knowledge of Browser capabilities and proficiency in using a variety of web browsers.? Knowledge of Web site accessibility requirements, as specified by Section 508 of the Rehabilitation Act.? Knowledge of multi-media streaming audio/video and Flash animation technologies.? Experience in developing multi-media content for websites.? Knowledge of Internet technologies, trends, and applications.? Knowledge of relational database design concepts? Knowledge of SQL programming concepts.? Ability to design web-based applications using HTML, JavaScript and Cascading Style Sheets (CSS) Ability to work with customers, colleagues, and team members with a strong customer focus.? Experience using word processors, spreadsheets, email and other office products.? Excellent oral and written communication skills? Ability to learn and apply new technologies quickly.
