DESCRIPTION OF SERVICES The Department of Information Resources (DIR) requires the services of two Architects, hereafter referred to as Worker(s), who meets the general qualifications of *ITSAC Developer Analyst 3 Category**, Emerging Technology Type* and the specifications outlined in this document for Texas Department of Health and Human Services Commission (HHSC) Enterprise Information Technology. All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s). As part of HHSC EA initiatives, the worker will work on the following architecture activities for an expected duration of 5 months: A. Develop detailed architecture for the Enterprise Application projects, specifically Integrated Children’s Eligibility (ICE), as well as the EA architecture initiatives to enable a comprehensive ‘end-state’ solution for Eligibility Services. B. Define and document the Architecture for the integration of the various Eligibility Support Technologies and TIERS (Texas Integrated Eligibility Redesign System). C. Review technical requirements and technical design document created by various business analyst teams, development teams and vendor organizations. Create technical requirements documents, as required. D. Work with software, services and other vendors to understand technology evolution and integrate into HHSC-EA architecture E. Collaborate with all stakeholders to define architecture principles and standards in general as well as specific to each application system or external entity, as required. F. Work directly with technical project managers, project architects, web/java developers, database developers, and system administrators to complete tasks and deliverables. G. Analyze systems for performance bottlenecks and submit a report describing solutions for better performance such as tuning opportunities or alternate solution options. H. Provide technical support for performance and integration testing and implementation efforts. I. Attend program design, coding and test walk-through meetings and deliver report regarding adherence to technical standards and customer requirements J. Other duties as assigned. II. WORKER SKILLS AND QUALIFICATIONS * Minimum Requirements:* Years Skills/Experience 10+ Experience in the Information Technology industry 7+ Full Software Development Lifecycle (SDLC) involvement from analysis and planning to development and deployment. 7+ Design and Development with Java, eXtensible Markup Language(XML), web services and database technologies 5+ Technical problem solving experience with IBM technologies, specifically WebSphere (application server, portal server, process server, MQ) and Tivoli (Identity manager, Access manager), etc. 5+ Experience in performance tuning and rearchitecting/designing for higher application performance involving Web Application Servers, Java (J2EE), Portlets, Workflow engines, Single Sign On technologies, and Oracle. 3+ Experience defining complex architecture and architecture roadmaps 3+ Experience working with senior management and steering committees to identify solution options and provide recommendations 2+ Experience evaluating software vendor technologies Strong Excellent Oral, Communication and presentation skills * * * Preferences:* Years Skills/Experience Strong Certifications related to Architecture such as TOGAF (The Open Group Architecture Framework), SOA (Service Oriented Architecture) or others Experience with TIERS or similar systems *III. TERM OF SERVICE* Services expect to start approximately April 13, 2009 and are to be completed by August 31, 2009. Total estimated Worker hours shall not exceed 800 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. *IV. WORK HOURS AND LOCATION* A. Services shall be provided during normal business hours unless otherwise coordinated through the HHSC. Normal business hours are Monday through Friday from 8:00 AM through 5:00 PM, excluding State holidays when the agency is closed. B. The primary work location(s) will be at the HHSC facility located at 8317 Cross Park Drive, Austin, Texas, 78754. Any and all travel, per diem, parking, and/or living expenses shall be at the Worker’s and/or Vendor’s expense.
