Established in 1955, the Group Insurance Commission (GIC) is a
quasi-independent public agency, providing benefits to approximately 300,000
active employees, retirees, survivors and dependents of the Commonwealth of
Massachusetts, municipal housing redevelopment authorities, local Elderly
Governmental Retirees (EGRs), certain Retired Municipal Teachers (RMTs) and
certain Municipal employees, retirees, survivors and dependents. The GIC has
been recognized for its bold and innovative approaches to the health
insurance system in order to address the serious gaps in quality and
escalating costs that have plagued the health care system for years.



The GIC is undertaking a phased project to update its legacy system (MAGIC)
along with its associated ancillary systems. The goal of this project is to
build more efficient processes that will allow the GIC to better serve its
clientele and grow with future needs.



We are looking for a Lead Project Manager who will manage the upgrade
project to a successful completion.





The Project Manager will be responsible for the following tasks:



·       Reports directly to the Group Insurance Commission’s CIO**

·         Directs technical staff and manages the activities of all aspects
of the project life cycle.

·         Understands complex technical scenarios and requirements and can
ferret out obstacles to progress and suggest alternative strategies and
directions.

·       Assume responsibility as a senior level manager for the project to
ensure that deadlines and deliverables are being achieved and signed off in
a timely fashion.**

·       Aids the CIO, leading the planning strategy for design, development,
testing, communication, training and implementation of the project.**

·       Develops and maintains a formal project plan with the appropriate
milestones within the different phases of the project.**

·       Assumes responsibility for the budget of the project to ensure that
the project is within the financial boundaries imposed by the Capital Budget
on a fiscal year basis.**

·       Recommends staffing augmentation, hardware and software resources
that may be needed to carry out the project. **

·       Prepares project status on a weekly (GIC CIO) and monthly (ITD –
Information Technology Division) basis showing current and projected
achievements, risk areas, resource usage and financial standing. **

·       Have excellent interpersonal communication skills in order to keep
all stakeholders informed as to the project status.**

·       Participate in status meetings given to the Executive Director along
with the CIO. **

·       Review team member weekly status reports and schedule weekly project
team meetings.**

·       Coordinates miscellaneous meetings, presentations and product demos
as necessary while also including outside agencies and interests.**

·       Ensure that the technical team has adequate resources and access to
GIC staff in order to understand and complete objectives.**

·       Ensure that proper change management procedures are followed by
providing quality assurance guidelines. **

·     Interact with ITD Capital Management group concerning the project’s
financial budget and projected spending plans.**

·     Coordinates procurement and interview process for future personnel to
be hired for the project.**

·     Communicate with the project team on technical issues and problem
resolution.**

Requirements:



·     Project Manager must have 5+ years PM experience, PMI certification is
a plus.**

·     Project Manager must have 5+ years in Change Management**

·     Project Manager must have mainframe related experience. Familiarity
with IBM utilities such as TSO, SPF and FTP is a plus.**

·     Project Manager must have experience with MS/Windows environment.**

·     Project Manager must have prior application development technical
experience.**

·     Project Manager must have prior experience on a legacy system upgrade
project, preferably with a middleware component.**

·     Project Manager must communicate effectively using the Microsoft
Office suite of applications (Word, Excel, PowerPoint, Project) **









Preferred Qualifications:



·     The Project Manager should demonstrate the ability to interact on
technical detail with application designers and developers.**

·     The Project Manager should have had experience with a Natural/ADABAS
environment and its development environment.**

·     The Project Manager should have previous experience in the Insurance
industry.**

·     The Project Manager should have technical skills including an
application programming background.**

·     The Project Manager should have experience with Visual Studio
development environment.**

·     The Project Manager should have experience with SQL Server or
comparable SQL database.
