*MINIMUM QUALIFICATIONS:* *1. 5+ years of IT project management, with a total of 10+ years IT experience. 2. Demonstrated experience in management of complex/cross functional projects; including experience with business, & technical issues and project control. 3. Working knowledge of information technology in areas such as consolidated IT operations, IT procurement, IT security best practices, networking concepts and architecture, Service Oriented Architecture, identity management, and civic engagement. 4. Must have excellent human relations, communications and analysis skills, planning and organizational proficiency and good business judgment. 5. Must be familiar with IT business practices and be able to interface and integrate with ITD and Agency functional areas. 6. Ability to work both independently and collaboratively 7. Skilled in problem solving, consensus building, conflict resolution and team building 8. Must be able to express findings and recommendations clearly to differing levels of management and technical and business resources, both verbally and in writing. 9. Excellent analytic, problem solving and communications skills 10. Expertise in computer-based tools, including project management software, and office automation applications such as spreadsheets, graphics, word processing, and presentation 11. Creative thinker with ability to be innovative and think out of the box 12. Candidate must be able to work effectively in a highly matrixed organization – "manage without authority". 13. Ability to perform related duties including individual project support, as required.* *PREFERRED QUALIFICATIONS:* *1.
